JOB DESCRIPTION

The Special Assessment Inspector will work under the supervision of the Building & Zoning Director, or as assigned. A highly responsible position ensuring compliance with the County’s Non-Ad Valorem Assessment program. This position will be responsible for onsite property inspections. Reconciling the number of dwelling units on record verse the actual number of dwelling units located on a subject property. Determining the correct non-ad valorem charges for a subject property. Preparing and maintaining records of inspections and providing documentation of actual site conditions for correcting any discrepancies in charges of non-ad valorem fees.

Training and Experience

Minimum Experience: A high school diploma or equivalent required. Two (2) years’ experience working with the general public, or customer service-related field; or a combination of training and experience which provides the required knowledge, skills, and abilities; years of experience may be substituted for a related combination of training and experience.

Professional Licenses/mandatory requirements

Possession of a valid Florida Driver’s License required.

SALARY: $ 22.88 per hour plus benefits

Knowledge, Skills and Abilities

  • Strong organizational skills
  • Must have a high level of attention to detail
  • Ability to understand and follow oral and written instructions in English
  • Knowledge of geographical area of Columbia County and ability to read and understand maps, general roadway system of the County, and interpret legal descriptions and ownership records
  • Ability to determine appropriate non-ad valorem charges per dwelling and reconcile
  • Must know how to effectively deal with emotional, angry citizens in a tactful manner
  • Ability to enforce municipal regulations with firmness and tact and handle complaints in a courteous and effective manner

  • Computer proficiency in MS word, excel and the ability to learn other types of computer programs

  • Ability to maintain detailed files and records
  • Ability to work closely with others as a team
  • Skill in the proper and safe use of communications radios and all other pertinent equipment

Essential Functions

  • Maintains records of daily site visits
  • Must create and maintain a grid system for consistent and constant monitoring 
  • May assist in training assigned staff members
  • Required to work during a local declared state of emergency

Work Environment

Majority of work performed outdoors in various inclement weather conditions. Duties shall be performed in the unincorporated area of Columbia County and incorporated area of Fort White, Columbia County, Florida.

Essential Physical Skills/Demands

Ability to use both hands while in various positions of walking, standing and stooping when performing essential job functions. Acceptable eyesight and hearing (with or without correction). Reaching, pulling, pushing, walking, standing, kneeling, bending and stooping. Required to sit for extended periods while performing essential office duties and manual dexterity is required to operate office machinery, maintain office files and records. Light lifting up to 25 pounds.
